Amends Hawaii law to establish exemptions from the requirement that prescribers query the electronic prescription accountability system (prescription drug monitoring program) before prescribing Schedule II, III, or IV controlled substances.

Exempts prescriptions for inpatient settings where a patient is directly administered medication under supervision of a licensed health care provider, though a medically-indicated query is required upon initial admission.

Exempts initial prescriptions for post-operative pain treatment limited to a three-day supply with no refills, consistent with 2016 Centers for Disease Control and Prevention recommendations.

Exempts prescriptions for patients with a terminal disease (defined as incurable, irreversible disease expected to cause death within six months) receiving hospice or palliative care.

Maintains existing exemptions for emergency situations and prescriptions when the electronic prescription accountability system is nonfunctional.
