S.B. 818 Summary

• Establishes licensure requirements for school psychologists administered by the Hawaii Teacher Standards and School Psychologists Board, aligned with National Association of School Psychologists standards.

• Prohibits school psychologists licensed under this Act from engaging in private practice and limits them to practice only within school settings.

• Exempts school psychologists employed by educational institutions and practicing only within school settings from licensure requirements under chapter 465, Hawaii Revised Statutes.

• Renames the Hawaii Teacher Standards Board to the Hawaii Teacher Standards and School Psychologists Board and expands its composition from 17 to 19 members, including two school psychologists and two public members.

• Requires the board to submit a report to the legislature regarding school psychologist licensure by 20 days prior to the 2022 regular session; Act sunsets July 1, 2026.
