Expands the definition of "rebuilt vehicle" in Hawaii Revised Statutes Section 286-2 to include vehicles with material damage from flood damage or damage to vehicle electronics, in addition to existing frame, unitized structure, or suspension system damage.

Requires that a vehicle is only considered a total loss when projected repair costs exceed the market value of the vehicle at the time of the incident.

Amends Section 286-51.5 to prohibit rebuilt vehicles declared a total loss due to flood damage to electronics from ever being titled or registered again.

Establishes that nonrepairable vehicles junked under the law shall never again be titled or registered, providing stronger consumer protection and public safety against vehicles with hidden defects from flood or electronic damage.

Effective date: July 1, 3000.
