Requires registered land owners seeking voluntary deregistration to submit a map and description prepared by a licensed professional surveyor to the assistant registrar, along with proof of title insurance and a waiver of claims against the State.

Exempts deregistration of land that is part of a condominium (chapter 514B), time share plan (chapter 514E), planned community (chapter 421J), or undivided interests in registered land from the surveyor map and description requirement.

Establishes a process where the assistant registrar refers the surveyor's map and description to the state land surveyor in the Department of Accounting and General Services for approval before recording in the Bureau of Conveyances.

Upon approval, the assistant registrar shall record the certificate of title, deregistration request, and surveyor's plan in the Bureau of Conveyances, then cancel the certificate of title and notify the land court registrar and state land surveyor.

Takes effect on July 1, 2050.
