Requires the Department of Health to adopt rules by January 1, 2021, for onsite non-potable water reuse systems based on the National Blue Ribbon Commission's "A Guide for Developing and Implementing Regulations for Onsite Non-Potable Water Systems."

Establishes that Hawaii's limited freshwater access and growing water demand necessitate strategies to increase water conservation, recharge, and reuse to meet the state's goal of increasing water security by 100 million gallons per day by 2030.

Recognizes that onsite water reuse for non-potable applications has proven safe and feasible in Hawaii and other jurisdictions including New York, California, Japan, and Australia, with particular success in high-rise and mid-rise developments.

Directs rules development based on recommendations from a 2018 water reuse task force organized by the Department of Health with representation from multiple state agencies, boards, county governments, and legislative representatives.

Takes effect upon approval.
