Requires the Department of Land and Natural Resources (DLNR) to allocate a percentage of annual revenues from commercial property leases, licenses, and permits within the Banyan Drive redevelopment area to the Banyan Drive Hawaii Redevelopment Agency.

Appropriates funds to the Banyan Drive Hawaii Redevelopment Agency for fiscal years 2019-2020 and 2020-2021 to conduct environmental impact studies and other required studies for the agency's redevelopment plan.

Mandates that funded studies include cultural impact assessment, archaeological inventory survey, infrastructure capacity study, socioeconomic study, water/soil/floral/faunal studies, alternative scenarios exploration, and stakeholder consultations.

Requires the County of Hawaii to provide matching funds equal to the state appropriation for both fiscal years before state funds become available.

Takes effect on July 1, 2050.
