Reduces the University of Hawaii Board of Regents from 15 members to 11 members, effective July 1, 2030.

Removes the provision allowing student board members to be reappointed for one additional term after ceasing to be a student.

Restructures Honolulu representation from 7 members to 5 members, with 3 representatives from the first congressional district and 2 from the second congressional district.

Limits holdover board members to serve no longer than the end of the first regular legislative session following expiration of their term, and specifies that members cannot serve more than two consecutive five-year terms.

Requires the Board of Regents to hold the university president and administration accountable for decisions, actions, and leases that incur additional costs to the university.
