Appropriates operating funds for the Department of Land and Natural Resources (LNR) for fiscal biennium July 1, 2019 through June 30, 2021.

Adds one temporary climate change coordinator position ($65,000 salary plus $40,000 operating expenses) and $100,000 for planning under the Public Lands Management program.

Establishes ten permanent positions for invasive species removal in forests per the Hawaii Interagency Biosecurity Plan, including specialists and technicians across multiple islands, with $172,368 in operating expenses.

Converts twelve temporary community fisheries enforcement positions to permanent and adds one new permanent program specialist position; provides $300,000 for fire and emergency response, $500,000 for rapid ohia death response, and $972,000 for the Hawaii Invasive Species Council.

Provides $1,546,456 for county lifeguard services contracts at state parks, $150,000-$100,000 for historic preservation digitalization, and funds for cultural resource projects and the Aha Moku Advisory Committee.
