Requires the office of elections to join the Electronic Registration Information Center (ERIC) by May 8, 2020, a nonprofit organization that helps states improve voter registration accuracy using secure data-matching tools.

Mandates the office of elections share ERIC information and services with each county and directs both state and county election officials to use ERIC to verify voter registration rolls.

Authorizes election officials electronic access to driver's license and civil identification card databases maintained by counties and the Department of Transportation for voter registration processing, verification, and election integrity purposes.

Appropriates $25,000 from general revenues for fiscal year 2019-2020 to cover the cost of joining ERIC, with future annual dues to be requested in the office of elections' budget beginning fiscal year 2020-2021.

Takes effect on July 1, 2050.
