Amends Section 312-3.6 to authorize the libraries special fund to receive moneys from Section 523A-19(c) in addition to existing revenue sources.

Modifies Section 523A-19(c) to change the time limitation for claiming unclaimed property from ten years to five years for funds under a specified amount.

Directs unclaimed funds below a certain threshold to escheat to the libraries special fund instead of the general fund upon expiration of the claim period.

Establishes different time limitations and fund destinations based on deposit dates and fund amounts, with transitions occurring on June 30, 2014, June 30, 2019, and July 1, 2019.

Takes effect on July 1, 2051.
