Renames the "Teacher National Board Certification Incentive Program" to the "National Certification Incentive Program" and expands eligibility to include school psychologists certified by the National Board for Professional Teaching Standards or National Association of School Psychologists.

Provides annual bonuses of $5,000 for teachers and school psychologists maintaining current national certification, up to $1,500 upon completing certification components, and reimbursement of remaining application fees upon certification achievement.

Adds an additional $5,000 annual bonus for nationally certified educators employed at schools identified for comprehensive or targeted support and improvement, schools with high turnover rates, or hard-to-fill schools; teachers receiving this bonus during 2018-2019 remain eligible subject to limitations even after school designation changes.

Excludes teacher incentives, bonuses, and compensation beyond regular wages from charter school per-pupil funding allocations and establishes these costs as separate line items in the general and supplemental appropriations acts beginning fiscal year 2019-2020.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 to the Department of Education and State Public Charter School Commission for collectively bargained placement bonuses and national certification incentive program bonuses.
