Department of Business, Economic Development, and Tourism (DBEDT) must engage a consulting firm to study policies and organizational changes needed for technology-based economic development strategy.

Study shall evaluate the Hawaii Strategic Development Corporation, Hawaii Technology Development Corporation, Pacific International Space Center for Exploration Systems, Aerospace Advisory Committee, and Natural Energy Laboratory of Hawaii Authority.

Study must set out a technology-based economic development strategy with objectives and benchmarks for three, five, and ten-year periods, referencing the December 2014 Innovation Framework Forward report and October 31, 2016 Hawaii Statewide Comprehensive Economic Development Strategy.

Study shall recommend organizational changes within DBEDT programs to facilitate successful implementation of the technology-based economic development strategy and achieve target objectives.

General revenues appropriation provided to DBEDT for fiscal year 2019-2020 to engage consulting firm (amount not specified in bill text).
