Amends Hawaii Revised Statutes Section 201B-7(a) to require that the Hawaii Convention Center management contract be separate from the contract for marketing for all uses of the facility, effective July 1, 2019.

Changes the effective date of the separation requirement from January 1, 2003 to July 1, 2019.

Maintains the Hawaii Tourism Authority's authority to enter into contracts for tourism promotion, marketing, development, research, and convention center operations and management.

Requires the Hawaii Tourism Authority to periodically submit reports of all contracts and agreements to the governor, speaker of the house of representatives, and president of the senate.

Takes effect on July 1, 2030.
