Request Department of Human Services to estimate budget appropriation and legislative action needed to expand Med-QUEST coverage to all eligible post-partum women for 12 months following childbirth.

Establish that post-partum women currently lose Medicaid coverage 60 days after childbirth, leaving many without health insurance during a vulnerable recovery period.

Note that adequate medical attention could prevent three out of five post-partum deaths, with drug overdoses, suicides, and chronic illnesses contributing to rising maternal mortality rates.

Require Department of Human Services to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2021 Regular Session convenes.

Transmit concurrent resolution to Director of Human Services, Hawaii Health Systems Corporation leadership, and American College of Obstetricians and Gynecologists Hawaii Section.
