S.C.R. No. 108 Summary

• Department of Land and Natural Resources must conduct a feasibility study on establishing a watershed council to serve as the decision-making body for water sales and transfers and develop watershed preservation and restoration plans.

• Study must address concerns that the State is selling watershed lands to private entities without adequate compensation and whether a watershed council would remedy this issue.

• Study must evaluate potential overlap with existing powers and duties of the Commission on Water Resource Management regarding watershed land protection and management.

• Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.

• Certified copies of the resolution must be sent to the Chairperson of the Board of Land and Natural Resources and the Commission on Water Resource Management.
