Department of Hawaiian Home Lands is urged to convene a task force including the Department of Land and Natural Resources, Department of Agriculture, Invasive Species Council, and other interested parties to develop a comprehensive gorse mitigation and eradication plan for Hawaii Island.

Gorse is an invasive plant species affecting over 20 percent of the Āina Mauna lands on Hawaii Island with seeds remaining viable in soil for up to 70 years, posing a potential ecological disaster if not addressed.

Task force is directed to explore potential commercial opportunities for gorse management, including use as biofuel, feedstock, and oils, and to leverage county, state, and federal agencies to address the problem.

Task force must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2021 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Hawaiian Homes Commission Chairperson, Board of Land and Natural Resources Chairperson, Board of Agriculture Chairperson, Hawaii Invasive Species Council Program Supervisor, and all county mayors.
