Requests the United States Marine Corps complete an environmental impact statement for the shoreline stabilization project at the Puuloa Range Training Facility (PRTF) in Ewa Beach.

The proposed project involves impact pile driving to install steel sheet piles 20 feet deep along 1,500 to 2,500 feet of shoreline to create a hardened bulkhead.

Expresses concerns that the 2019 environmental assessment failed to adequately analyze cumulative impacts from nearby Iroquois Point hardening project (completed 2013), potential beach narrowing and loss, impacts to endangered monk seal and sea turtle habitats, and effects on the karst water system.

Asserts the environmental assessment did not properly consider alternative options such as relocating the range to vacant Department of Navy land or evaluate damage to historically significant structures.

Directs transmission of certified copies to the Commander of Marine Corps Base Hawaii, Hawaii's congressional delegation, the Governor, Board of Land and Natural Resources, and the Ewa Beach Neighborhood Board.
