Request the Department of Transportation, in conjunction with the City and County of Honolulu, to develop a strategy implementing a back tax waiver program for motor vehicle registration taxes and fees that are six or more months past due.

Identify abandoned vehicles on Hawaii's roads and highways as an epidemic problem, with approximately 63 percent of the State's 1,267,136 registered vehicles located in the City and County of Honolulu as of 2018.

Cite high motor vehicle registration taxes and fees as a primary contributor to vehicle abandonment and unregistered vehicle use in the State, which exacerbates traffic congestion in Honolulu.

Require the Department of Transportation to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2021 Regular Session.

Direct transmission of certified copies of the concurrent resolution to the Director of Transportation and Mayor of the City and County of Honolulu.
