Urges the Department of Education to reassign students from Honokai Hale and Ko Olina to the Nanakuli Complex instead of the Kapolei Complex, effective with the 2020-2021 academic year.

States that reassignment would help distribute students more evenly among Leeward District school complexes and reduce overcrowding in the Kapolei Complex without requiring multi-tracking.

Cites research showing school overcrowding negatively affects student achievement, attendance, concentration, and teacher morale.

Notes that multi-tracked schools show students testing an average of two percent lower than traditional schools on national assessments, and multi-tracking is more expensive long-term and increases stress for students, teachers, and parents.

Directs certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, and principals of all schools in both the Kapolei and Nanakuli Complex systems.
