Requests the State Auditor to conduct a social and financial assessment of mandatory health insurance coverage proposed under a related House bill introduced in the 2020 Regular Session.

The assessment is required by Hawaii Revised Statutes section 23-51 before the Legislature can consider measures mandating health insurance coverage for specific health services, diseases, or healthcare providers.

The proposed House bill would require health insurers, mutual benefit societies, and health maintenance organizations to provide coverage without cost-sharing for reproductive health services, drugs, devices, products, and procedures.

The Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021.

Certified copies of the resolution shall be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
