SCR 131 Summary

• Urges the Governor to invest in preventive health care and mental health wellness interventions to reduce children's exposure to adverse childhood experiences (ACEs), including Native Hawaiian cultural practices.

• Directs executive branch agencies to consider brain development principles, toxic stress concepts, and the importance of supportive relationships when addressing adverse childhood experiences in children.

• Requires applicable programs to integrate concepts of early childhood development, cultural and historical trauma, resilience through protective relationships, and Native Hawaiian cultural practices into their services and professional development.

• Establishes that persons with four or more ACEs face significantly increased health risks including 2.4 times higher stroke risk, 12.2 times higher suicide attempt risk, and life expectancy reduced by up to 20 years compared to those with no ACEs.

• Directs transmission of the resolution to the Governor, Director of Health, and Director of Human Services.
