University of Hawaii is urged to convene an early childhood education articulation working group with at least one representative from each UH System campus offering early childhood education programs.

Working group shall develop a single articulation pathway allowing students who complete an associate degree in early childhood education to pursue a common curriculum that articulates with baccalaureate degree programs at any other UH campus without alteration.

Articulation pathway must allow all credits from an associate degree to apply toward the related baccalaureate degree, enabling students to begin as junior-status students.

Pathway must incorporate general education requirements, match learning outcomes for associate and baccalaureate degrees, and be developed in consultation with employers regarding competencies needed for early childhood education careers.

Implementation must begin no later than the 2021-2022 academic year, with the working group required to submit findings and recommendations to the Legislature no later than twenty days before the 2021 Regular Session.
