Urges the Governor to negotiate with the United States Department of Energy to establish a national laboratory in Hawaii.

Recognizes that the 17 national laboratories maintained by the Department of Energy conduct research on clean energy, climate change, sustainable manufacturing, and infectious diseases.

Identifies Hawaii's geography, resources, and scientific talent as factors that make the state an ideal location for a national laboratory.

Requires the Governor to provide annual updates to the Legislature no later than 20 days before the 2021 Regular Session convening on negotiation status and terms of any proposed agreement.

Directs transmission of certified copies of the resolution to the Governor, U.S. Secretary of Energy, and members of the National Laboratory Directors' Council.
