Requests counties with inclusionary zoning policies to conduct a study on how those policies impact affordable housing inventory within their counties.

Study must examine how inclusionary zoning affected new housing production and track units built under the policy including ownership changes and resales.

Requires analysis of owner-occupancy exemptions, profits realized by first buyers upon resale, and any other impacts on the housing market.

Acknowledges research indicating inclusionary zoning can reduce affordable housing supply when developers build high-rent units to subsidize affordable units or avoid building in inclusionary zoning areas.

Directs transmission of the concurrent resolution to each county mayor.
