Request Attorney General to submit comprehensive report on hate crime reporting, investigation, and prosecution in Hawaii

Report must include status of National Incident-Based Reporting System implementation, areas where hate crime reporting is lacking or inaccurate, and progression of cases from initial police report through case closure

Require identification and explanation of instances where hate crime element is removed from cases during investigation and prosecution

Include recommendations for improvements to hate crime prosecution and reporting procedures

Preliminary report due 40 days before 2021 Regular Session and final report due 40 days before 2022 Regular Session; transmit copies to Governor, county prosecutors, and county police chiefs
