Requests the Department of Transportation Services of the City and County of Honolulu to implement traffic calming systems to regulate speeding on surface streets throughout Honolulu.

Identifies traffic calming methods including narrow lanes, speed bumps, speed tables, raised crosswalks and intersections, and roundabouts as physical designs to manage traffic flow.

Directs immediate implementation of traffic calming systems on Kahuanui Street and the section of Hiapo Street between Mahoe Street and Waipahu Street in Waipahu.

Cites National Highway Traffic Safety Administration data showing speeding was involved in 47 percent of all traffic fatalities in Hawaii.

Requires a certified copy of the resolution be transmitted to the Director of the Department of Transportation Services of the City and County of Honolulu.
