Requests the Governor analyze the feasibility of negotiating land exchanges to acquire agricultural lands for the State in exchange for state lands suitable for housing development.

Directs the Governor to consider state departments and agencies that hold title to or assignment of state land that may be suitable for exchange.

Requires the Governor's analysis to focus on exchanges that provide large agricultural tracts for leasing to local farmers and urban lands for affordable housing, workforce housing, and mixed-use development in transit-oriented areas.

Mandates the Governor submit a report to the Legislature no later than twenty days before the 2022 Regular Session convening, including feasibility assessment, list of potentially suitable parcels with descriptions and market values, and recommendations for necessary appropriations, legislation, or administrative actions.

Directs certified copies be transmitted to the Governor, Lieutenant Governor, Chairperson of the Board of Land and Natural Resources, Chairperson of the Board of Agriculture, and Director of the Office of Planning.
