Urges the State of Hawaii to ban single-use plastic goods and plastic bags consistent with the ordinance passed by the Honolulu City Council.

Urges the State to eliminate the use of single-use plastic tableware at all state department meetings and functions to set a sustainability example.

Cites Maui County and Hawaii County's existing polystyrene container bans and the State's commitment to reduce carbon-based single-use plastics by 2030.

Notes that reduction of plastic waste improves the State's carbon-based waste stream and addresses concerns raised by attendees of the 26th Annual Children and Youth Summit.

Directs transmission of the resolution to the Governor, Comptroller, Attorney General, and directors of multiple state departments including Finance, Commerce, Education, and Natural Resources.
