Request the Hawaii Climate Change Mitigation and Adaptation Commission to establish an electric vehicles task force to study feasibility of transitioning to zero-emission vehicles by 2050.

Task force membership includes co-chairpersons of the Climate Change Commission, directors of relevant state and local environmental/energy offices, legislative leaders, Hawaiian Electric Company chairman, and Hawaii Auto Dealers Association president.

Task force must convene by July 1, 2020 and conduct three studies: comparative costs for Hawaii families switching to zero-emission vehicles, analysis of current and future supply of zero-emission vehicles in the state, and feasibility assessment of completing the 2050 transition.

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than 40 days before the 2021 Regular Session convenes.

Task force will dissolve on June 30, 2021; certified copies of the resolution will be distributed to state officials, Hawaii's congressional delegation, and federal environmental agencies.
