• Requests the Legislative Reference Bureau to study the feasibility of awarding undivided lease interests in Hawaiian home land tracts to native Hawaiian beneficiaries waiting for homestead leases.

• Notes that approximately 23,800 beneficiary households are on the waitlist for homestead lease awards, while approximately 12,750 households currently have leases and live on Hawaiian homestead lands.

• Requires the Hawaiian Homes Commission and Department of Hawaiian Home Lands to provide requested information and assistance to the Legislative Reference Bureau for the study.

• Directs the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.

• Requires certified copies to be transmitted to the Director of the Legislative Reference Bureau, Hawaiian Homes Commission Chairperson, and Department of Hawaiian Home Lands Administrative Services Officer.
