S.C.R. NO. 179 Summary

• Requests the Office of Planning to work with the Hawaii Climate Change and Adaptation Commission and Department of Transportation to create a comprehensive plan addressing sea level rise impacts on Hawaii's public infrastructure.

• Directs the plan to address transportation infrastructure already impacted by sea level rise, including highways, airports, and harbors, and identify other vulnerable associated public infrastructure.

• Requires the plan to include potential highway realignments, options for strengthening Daniel K. Inouye Airport (including possibility of purchasing Wheeler Field and exchanging airports), building another major harbor on a different island, and potential liability costs.

• Mandates the Office of Planning provide policy recommendations to the Legislature on funding needed to implement concrete strategies addressing climate change impacts on the state.

• Requires submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2022 Regular Session convening.
