• Direct all executive branch departments to actively participate in the Department of Human Resources Development's "pathway programs" to streamline recruitment processes and fill persistent state vacancies.

• Require State Executive Branch departments to partner with DHRD to modify minimum qualifications for civil service positions to recruit college interns, para-professionals, trade apprentices, and fellows, training them to progress to journey level standards with appropriate compensation.

• Use modernization pathway programs to test a framework for transforming transactional human resource services to better serve Executive Branch department needs.

• Request DHRD to submit a report to the Legislature no later than twenty days prior to the 2020 Regular Session with findings, recommendations, and proposals for staffing and funding to implement these transformational programs.

• Transmit certified copies of the resolution to the Governor, Comptroller, Attorney General, and heads of all major executive branch departments and state agencies.
