Requests Hawaii State Energy Office, Department of Agriculture, and Department of Land and Natural Resources to develop a plan for using state land for renewable energy projects to achieve the 2045 goal of 100% renewable energy generation.

Plan must include an estimate of available land, potential renewable energy capabilities by resource type and wattage, and any required land entitlements.

Plan must recommend policies to efficiently achieve renewable energy goals while considering potential impacts to neighboring communities.

Requires the three agencies to submit a written plan to the Legislature no later than twenty days before the 2021 Regular Session.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Agriculture, Chairperson of the Board of Land and Natural Resources, and Chief Energy Officer.
