Urges the Department of Agriculture to designate Kunia, Leilehua Plateau, and Poamoho as the Central Oahu Agricultural Corridor to support increased agricultural production.

Requests the Department of Agriculture establish a prioritized list of agricultural infrastructure improvement projects considering estimated production increases, project costs, and other relevant factors.

Mandates the Department of Agriculture submit a report with its prioritized list, findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session.

Cites Hawaii's goal to double local food production by 2030 and notes that Hawaii imports approximately 85 percent of its food consumption, creating vulnerability to supply disruptions.
