Requests the Prevent Suicide Hawaii Task Force, in collaboration with the Youth Suicide Prevention Leadership Council, to develop a strategic plan to reduce youth suicides in Hawaii.

Directs the Task Force to examine and evaluate methods to improve education, awareness, support services, and outreach for youth suicide prevention.

Requires the Task Force to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2021 Regular Session convenes.

Notes that Hawaii's youth suicide rate exceeds the national average and suicide was the leading cause of death for Hawaii youth ages 15-19.

Directs the Governor and Department of Health Director to transmit copies of the resolution to relevant agencies and organizations including the Veterans Administration, military suicide prevention programs, the John A. Burns School of Medicine, and mental health organizations.
