Projects that Hawaii will need 66,000 new housing units by 2025 to address the critical shortage, according to the Department of Business, Economic Development, and Tourism.

Identifies barriers to housing production including geographic limitations, lack of major infrastructure, and high construction costs.

Aspires to plan and facilitate production of sufficient housing to meet demand, accounting for latent demand and natural population increase.

Directs certified copies be transmitted to the Governor, President of the Senate, Speaker of the House, Hawaii Housing Finance and Development Corporation Director, Department of Budget and Finance Director, and Department of Business, Economic Development, and Tourism Director.
