• Requests the Department of Commerce and Consumer Affairs' Real Estate Commission to convene a task force to recommend mandatory education, training, and certification requirements for condominium association directors and officers.

• Task force must include representatives from the Real Estate Commission, Community Associations Institute, Hawaii Council of Community Associations, property management companies, insurance industry, REALTORS association, owner advocacy groups, and members of the Senate and House.

• Task force shall develop a curriculum covering governing documents, fiduciary duties, personal liability, codes of conduct, conflicts of interest, business judgment rule, and confidentiality.

• Task force must consider whether legal counsel or stakeholder groups can conduct certification seminars, whether webinars can be funded through the Condominium Education Trust Fund, and enforcement mechanisms for non-compliance.

• Task force required to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.
