Encourages the Department of Education to require each public school to conduct an electrical assessment of its facilities to understand current usage and essential needs.

Requests the Department of Education submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convening.

Acknowledges Hawaii has the highest electricity rates in the country, creating substantial burdens on schools' operations and budgets.

Emphasizes renewable energy investments by schools would help the State achieve its 100 percent renewable energy portfolio standard by 2045 under Act 97 (2015).

Requires certified copies be transmitted to the Superintendent of Education and Chairperson of the Board of Education.
