Expresses legislative support for developing a motor vehicle racetrack or raceway park on Oahu to provide a legal venue for racing activities.

Notes that Hawaii Raceway Park operated from 1962 until its closure in 2006 and no alternative racing facility has been identified on Oahu since then.

Urges the Department of Parks and Recreation of the City and County of Honolulu to enter into a public-private partnership with a qualified non-profit organization to design, finance, construct, and operate a racetrack facility.

Requests that the Department of Public Safety and Department of Business, Economic Development, and Tourism facilitate and approve development of the motor vehicle racetrack or raceway park.

Directs transmission of certified copies of the resolution to state and city officials including the Director of Public Safety, Mayor of Honolulu, and Director of Parks and Recreation.
