Request the Governor to designate the State Sustainability Coordinator as the entity responsible for managing the State's greenhouse gas reduction goals.

Direct the State Sustainability Coordinator to work with the Department of Land and Natural Resources, Public Utilities Commission, Consumer Advocate, Department of Health Greenhouse Gas Program, and State Energy Office to develop a comprehensive report on greenhouse gas and fossil fuel reduction management.

Require the report to include clear agency role designations, identification of conflicting relationships and solutions, greenhouse gas and fossil fuel reduction policy initiatives, and recommended legislation to implement these goals.

Direct the Office of Planning Director and State Sustainability Coordinator to hold public meetings with business community and public participation during report development.

Require submission of the completed report to the Legislature no later than twenty days prior to the Regular Session of 2021.
