Requests the State Auditor to conduct a comprehensive management audit of the Division of Consumer Advocacy within the Department of Commerce and Consumer Affairs.

Audit must examine updates to previous audit findings regarding role ambiguity, lack of strategic vision, and conflicts in the division's dual functions of utility auditing/litigation and consumer advocacy.

Audit must evaluate the division's actions and performance in promoting Hawaii's clean energy goals, including the 100 percent renewable energy mandate and greenhouse gas reduction objectives.

Audit must assess the division's effectiveness in representing and protecting all consumer interests, including those of consumers adopting clean energy resources such as distributed renewables and energy efficiency.

Auditor must solicit feedback from clean energy stakeholders and submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2020 Regular Session.
