Urges the Federal Aviation Administration to implement a noise pollution impact fee equal to 10 percent of ticket revenues for all commercial aircraft flights over Ewa Beach on Oahu.

Requests that the FAA grant revenue generated by these fees to Hawaii for noise pollution mitigation efforts and improvement of roads, infrastructure, and schools in Ewa Beach.

Cites studies showing aircraft noise causes sleep disturbances, cognitive impairment, hypertension, hearing loss, and increased cardiovascular disease risk, with children being especially vulnerable.

Notes that a majority of inbound commercial flights to Daniel K. Inouye International Airport follow flight paths directly over Ewa Beach, subjecting residents to greater health risks and lower property values.

Requires certified copies of the resolution be transmitted to the FAA Administrator, Governor, and Honolulu City Council District 1 member.
