Urges county liquor commissions to adopt rules prohibiting the sale, serving, and consumption of liquor at all licensed premises between 12:00 midnight and 6:00 a.m.

Cites an increase in traffic fatalities occurring between midnight and 6:00 a.m., with many caused by drivers operating vehicles under the influence of alcohol.

Notes that the Liquor Commission of the City and County of Honolulu already restricts retailer liquor sales to 6:00 a.m. to 12:00 midnight hours.

Establishes that county liquor commissions have statutory authority under Chapter 281, Hawaii Revised Statutes, to set business hours for liquor licensees and that such restrictions would not preempt existing provisions allowing cabarets and "bring your own beverage" premises to remain open for other purposes.

Directs that certified copies of the resolution be transmitted to the chairs of respective county liquor commissions and urges vigorous enforcement of any adopted rules.
