Urges the Department of Education to provide a school resource officer or registered guard at each elementary school and state prekindergarten program during hours when students are on campus

Requires larger elementary schools and prekindergarten programs to have multiple school resource officers or registered guards

Authorizes the Department of Education to seek federal grants and county funding to cover costs of providing security personnel

References security incidents at Kipapa Elementary School (March 2018), Waipahu High School and August Ahrens Elementary School (December 2019), and schools in Ewa Beach (February 2020) as justification for enhanced security measures

Directs transmission of certified copies to the Superintendent of Education, Board of Education Chairperson, and Mayor of each county
