S.C.R. No. 241 Summary

• Request the Department of Health to establish a Medicinal Psilocybin Working Group to examine the therapeutic effects of psilocybin and develop a long-term strategic plan for safe, accessible, and affordable medicinal psilocybin availability for adults 21 years or older.

• Working group to examine federal, state, and local laws regarding medicinal psilocybin use; medical and scientific studies on psilocybin's safety and efficacy for treating mental health conditions including addiction, depression, anxiety, and end-of-life distress; and requirements for medical professionals to prescribe psilocybin.

• Working group membership includes the Director of Health (chair), Attorney General, University of Hawaii medical school dean, legislative health and judiciary committee chairs, licensed physicians, psychiatrists, and representatives from the Drug Policy Forum of Hawaii, Clarity Project, Hawaii Psychological Association, and medical cannabis industry.

• Submit preliminary report to Legislature no later than 20 days before convening of 2021 Regular Session and final report with proposed legislation no later than 20 days before convening of 2022 Regular Session; working group dissolves July 1, 2022.
