Request Department of Land and Natural Resources adopt administrative rules strengthening historic resource protections, including standards for archaeologist accountability, streamlined processes for preservation projects, and standardized archaeological survey requirements.

Require creation of process to reclassify "inadvertently discovered" burials as "previously identified" burials, particularly when discovered during departmental testing or in concentrations, to ensure Island Burial Councils have consistent authority over all burial determinations.

Grant Island Burial Councils greater authority and deference in advising on and determining treatment of Native Hawaiian burials, with periodic training on statutory and administrative responsibilities.

Require landowners to record metes and bounds of historic preservation sites with Bureau of Conveyances for perpetual protection and clarify consultation requirements with Native Hawaiian community when development threatens historic and cultural sites.

Establish task force including subject matter experts, project stakeholders, and cultural resource advocates to provide advice on administrative rulemaking; require status report to Legislature by twenty days before 2021 Regular Session convening.
