• Requests the Department of Education to convene an advisory committee to develop recommendations for teaching digital citizenship and media literacy in grades K-12 across public schools, charter schools, and Hawaiian language immersion schools

• Advisory committee must include experts in media literacy, digital citizenship, and internet safety (such as academic experts and non-profit organizations) plus stakeholders including teachers, librarians, parent organizations, students, educators, and administrators

• Committee must provide recommendations to the Department of Education by December 31, 2020 on best practices, resources, and grade-appropriate instructional models for media literacy and internet safety

• Recommendations must include implementation strategies and professional development approaches for educators and administrators, plus any other matters the committee deems relevant

• Requires certified copies of the resolution to be transmitted to the Governor, Chair of the Board of Education, and Superintendent of Education
