Commits to transforming the economy at emergency speed to zero emissions and meeting IPCC targets to limit warming to 1.5 degrees Celsius, with state financial and regulatory assistance.

Prohibits further public or private investment and subsidies in fossil fuel projects (coal, oil, gas) and tree-burning projects, redirecting subsidies toward low climate impact energy and workforce retraining.

Directs investment in zero emissions energy, electric vehicles, energy efficiency, reforestation, climate-smart agriculture, and climate-friendly land use.

Requires state agencies to establish a time-phased implementation plan with assigned responsibilities, timetables, and task dependencies, including climate impact sections in departmental reports using lifecycle greenhouse gas analysis.
