Urges the EPA and Hawaii Department of Health to reject approval of a single-wall tank upgrade for the Red Hill Bulk Fuel Storage Facility, which stores up to 187 million gallons of fuel located only 100 feet above a sole-source aquifer drinking water resource.

Calls for support of secondary containment tank upgrade as the preferred alternative, or relocation of fuel tanks away from the aquifer if secondary containment is deemed infeasible.

References a January 2014 fuel leak of 27,000 gallons and Navy projections that undetected facility-wide releases will total 5,803 gallons per year, demonstrating ongoing contamination risks to groundwater.

Urges expeditious resolution of all Administrative Order on Consent requirements in the Department of Health's decision on the Navy's underground storage tank permit application (Facility ID No. 9-102271).

Directs transmission of the resolution to Hawaii's congressional delegation, Secretary of the Navy, Governor, Department of Health Director, and other state and water resource management officials.
