Declares a state of climate emergency in Hawaii due to the serious and urgent threat posed by climate change to the state's well-being, inhabitants, and environment.

References the 2018 UN Intergovernmental Panel on Climate Change report calling for global greenhouse gas emission reductions before 2030 to limit warming to 1.5 degrees Celsius and the U.S. Fourth National Climate Assessment warning of substantial damage to economy, environment, and human health.

Acknowledges Hawaii's current and projected climate impacts including increased wildfires, higher air and ocean temperatures, coastal erosion from sea level rise, extreme rain events, and increased costs for food, housing, healthcare, transportation, and energy.

Affirms Hawaii's leadership as a global climate action leader through its goal to achieve 100 percent carbon neutrality by 2045.

Urges the Hawaii Climate Change Mitigation and Adaptation Commission to make recommendations for addressing key climate issues and to continue advancing climate adaptation efforts for current and future climate impacts.
